Code of Conduct

The Emerging Light Reentry and Transitional Housing Program (ELRTHP) is dedicated to providing a safe, supportive, and respectful environment for individuals transitioning from incarceration to community living. This Code of Conduct establishes the fundamental principles and expectations that all residents, staff, and volunteers must adhere to in order to foster a positive community atmosphere. The program operates in accordance with applicable state, local, and federal laws, including but not limited to the Fair Housing Act, the Americans with Disabilities Act, and Maryland's laws on housing and rehabilitation.


1. Respect and Dignity


All participants in the ELRTHP are expected to treat one another with respect and dignity. Discrimination based on race, gender, sexual orientation, religion, or disability will not be tolerated. In compliance with the Fair Housing Act, all residents have the right to fair housing without discrimination. This principle is foundational to creating an inclusive environment where everyone feels valued and safe.


2. Substance Use and Abuse


The use, possession, or distribution of illegal drugs and alcohol on the premises of ELRTHP is strictly prohibited. Residents must adhere to local and state laws regarding substance use, including Maryland's drug laws, which emphasize rehabilitation over punishment. Participation in substance abuse treatment programs is encouraged and may be required for continued residency. Violations of this policy will result in disciplinary action, which may include eviction from the program.


3. Violence and Harassment


ELRTHP maintains a zero-tolerance policy for violence, harassment, or threats of any kind. This includes physical, emotional, and verbal abuse directed toward fellow residents or staff members. Compliance with local ordinances regarding public safety and Maryland's laws against domestic violence is mandatory. Residents who engage in such behavior will face immediate consequences, including possible termination of their housing arrangement.


4. Community Engagement and Responsibilities


Residents are encouraged to participate actively in community meetings and programs designed to enhance their reintegration into society. This includes employment readiness workshops, life skills training, and community service. Participation fosters a sense of belonging and accountability. Residents are expected to maintain personal hygiene and cleanliness in both their living spaces and communal areas, adhering to the program's standards for health and safety.
